Graduate of Sciences Po Bordeaux and holder of a master’s degree in contemporary history. David began his career at the French National Assembly and in a ministerial office, where he notably oversaw the legal aspects of France’s university reform programme. He then spent 8 years as Managing Director at the Île-de-France regional authority, France’s largest region, with 10,000 employees and a budget of nearly €6 billion.

During this time, he led a number of major transformation programmes, including three of the national largest public investment plans: the modernisation of public transport (Grand Paris Express); the renovation of secondary schools; and the region’s contribution to the Paris 2024 Olympic Games. He also oversaw the relocation of the regional authority’s headquarters, the implementation of the ISO 37001 anti-bribery management standard, and the merger of several public and semi-public bodies.

He joined Forward Global to leverage his 25 years of public‑sector experience to help institutions and companies successfully deliver their projects across local territories.
