A graduate of Sciences Po Paris and holder of a degree in History, Samuel has over 20 years of experience spanning the political, public, and industrial sectors.

He began his career as a parliamentary assistant before becoming Deputy Chief of Staff at the Ministry of Health and Solidarity, and later at the Ministry of Labour, Social Relations, Family, Solidarity, and Urban Affairs. In 2009, he was appointed Chief of Staff at the State Secretariat for Ecology and subsequently at the Ministry of Sports until 2011. He then joined the Ministry of Foreign Affairs (Quai d’Orsay), where he held the same position at the Ministry for European Affairs.

Seeking to broaden and diversify his experience, Samuel moved into the private sector in 2012, serving for five years as Head of Government Affairs at Philip Morris France. He joined Domaines Publics in May 2017, then the Public Affairs division of Publicis Consultants from July 2018 to December 2022.

At Stratégies & Publics, Samuel advises and supports clients in promoting their interests to national public decision-makers. He also contributes to the design and development of their influence strategies.
