Cesare Fragomeni is a Brussels-based Director and experienced lobbyist, specialised in EU internal market, digital, technology, and international trade.
Following senior roles at FleishmanHillard and experience at Amazon Web Services and within the European Commission (DG Trade), he advises multinational companies and key market actors on major EU legislative and regulatory files shaping the digital economy. His work spans platform regulation, cybersecurity, data governance, telecoms and competition, as well as the EU’s digital sovereignty framework and its geopolitical implications.
He also supports top-tier corporations and industry associations in navigating politically sensitive negotiations related to economic security, foreign investment screening, foreign subsidies, export controls, trade defence instruments and EU Free Trade Agreements, integrating legal analysis, political assessment and economic strategy within EU institutional dynamics.
Across several of the EU most significant legislative files, he has helped secure sustainable long-term outcomes within complex negotiations, providing strategic guidance on regulatory risk assessment, advocacy strategy, amendment drafting and coalition-building.
A graduate of the College of Europe, he also pursued further studies in the United Kingdom and Italy and is fluent in Italian, English, French and Spanish.
